Well both frig and freezer are not working pull it from the wall unplug it and wait a few minutes the plug it back in if you don't hear the compressor start then its the starter that's gone bad but it sounds like the main board has if you cant change temp..No water would be the valve but sounds more like control board to many issues at once not to be

What is the amp draw from the compressor?
Is the condenser fan motor running at the compressor?
Are the condenser coils clean?
Is there a ice buildup on the back wall of the freezer?
Does the evaporator fan motor work?
Is there a clicking sound from the control board?

Ya good questions ... I assumed he removed the cover for the compressor  and he says he heard something which might be the fan or the compressor but see if you can answer some of those questions more info we have more we can do our best to help you

Yes remove panel and unplug unit open freezer and fig while its unplugged then plug it back in see if the fan is running and the compressor starts you will hear the compressor kick on it be a click then a whine also check your freezer rear wall for ice built up if there is we gonna have to remove the wall cover I will keep checking back for you so don't have to wait so long for a response
