Whirlpool Ice Maker will not make ice

I have a Whirlpool side by side refrigerator and the ice maker will not work. We have tried jumping the IR and jumping the thermostat and the ice maker will turn but the water will not fill. We also changed the water valve but still no water. the try part of the ice maker gets hot to touch. Before we jumped this the IR light was blinking fast twice then pausing about 1 second then blinking again. Any suggestions.

Remove the tube that runs from the water valve up the back of the freezer to the ice maker.
Remove it from the fill valve and see if you can blow air through it.

The fill tube maybe frozen, thus blocking the the water from getting to the ice maker.
The often freeze right on the black rubber end that is just above the ice maker.

We have tried that and we can blow through it with no problem.. any other suggestions..

Line is clear.

If you have water to the refrigerator (water not turned off) and can see the arms of the ice maker cycle around then I would replace the ice maker.

It means the mold thermostat in the icemaker is bad. There could also be other problems in the IM module.  Try a new icemaker first. It should clear up the voltage problem to the water valve also. That's not to say that you may not need to later replace the emitter & receiver boards as well,

I have the same refridgerator and icemaker pictured in the service manual linked to above.  I have done an optics test and discovered that I have the  2002 optics and that they are functioning fine.

I tried to perform the components test but nothing happens when I jumper points T and H.  The tray does not get warm and the ejector arm does not move.  Does this mean I need a new module?  Can I check voltage somewhere?

What section of the service manual above did you miss? It describes how to test the board output to the icemaker, and if it passed the test, you need a new icemaker. (Yes, a module might fix it, but you take a chance on the mold thermostat or heater being a problem as well)

For simplicity's sake, I will tell you to unplug the board on the right side, then carefully insert an insulated jumper between Black and the Black/White wires. This will bypass the board and allow power to the Th and H terminals on the module.  If you perform this bypass, also have the jumper installed on the module, as it should begin cycling when the board is bypassed. The door switches should be taped down shut to allow power to everything.
