Check from J1-11 on the control board to neutral for continuity. If you have continuity, it has to be a bad control board, 5303918537. Check the back of the control board for bad solder joints.

The control board is the one on the door that controls the water and ice I would assume? Is that correct?

No, that's not it.  I'm not sure where it is. Either in front behind the grill or behind the back panel by the compressor.

I fixed one recently the fan motor was not working in the freezer but the compressor was working. The defrost control was out. I could see where water got into it and shorted the control.

I found the control board under the fridge. There was a paper or schematics that was there,I read it and it also told me how to manuelly defrost the firdge.I tried to defrost the fridge but it did not defrost, dont know the board may be bad.

Put it into defrost and check for voltage between line and J1-11.  If it's showing 120vac, the control board is bad.  Take a look at the back of the board, it might be a blown out solder joint.  It could be the relay, if you want to try component replacement.
