The refrigerant is flashing in the compressor, not the evaporator.  I think it's severely overcharged.  You could remove refrigerant little by little until the frost leaves the compressor and then see how it cools.  But, I have no experience with expansion valves.  Maybe someone else will have a better answer.

I don't think you can release R502 into the air legally, must use a recycling tank. Best to purge the system and re-charge. Looks like he tried to re-charge based on the R502 pressure/ temperature chart but either the compressor failed, or there is something clogged in the system.

what does the flashing refrigerment mean?
and no u cant legally discharge the 502 and well this guy doesn't think he has any left  his son did it    all i know is i adjusted the expansion valve which is  the AX valve   as it adjusts the 16psi from the preset of 25psi  the other set screw you see that's the hopper one and u leave it at 61psi

how does the compressor fail?
how does something get clogged in the system

The compressor can just become inneficient, fail to pump up the refrigerant to a high level, or leak refrigerant internally. Oil can get trapped in the cap tube, or freeze up, or contaminents can get past the dryer.
