Duet dryer humming noise and not spinning

I have a whirlpool duet dryer model# GE9200L WO. Recently replaced the thermal fuse due to the dryer not turning on. Turned out that was not the fix. Now when I attempt to start it, all lights light up on front, then a humming noise for about 3 seconds and then nothing. I have reviewed several posts on here and just decided to register as new user and post my own. Also the drum will spin clockwise but will not spin counterclockwise. Looking for any help on this topic. Thanks!

Bad motor or something caught in the blower.

Made my way to the blower wheel. Should it be easy to turn by hand?

Yes, and you should be able to see if there is anything restricting the drum from turning... Bra stay, bad roller, long wood screw, ink pen...

Didn't see anything restricting the blower wheel. Went ahead and took the motor out. Is there a way to check if the motor is bad while it is out?

Does it spin freely? It sounds like a seized motor.

When the blower wheel was connected to the motor it took some force to spin it. Now that I have the motor out should it spin freely as well. If not does this mean it is seized? Or does the motor itself take some force to spin it?
