Whirlpool Topload LSQ8543JQ0 won't Drain before Spin

My Washer won't Drain before Spin Mode, the Drive Motor isn't running and the Timer Motor seems to make a low pitch humming noise.
The end of the Drain Hose is only 4 inches inside Wall and I blew through the Pressure Tube but it didn't help.
It will only Drain while Spinning and the Water is overflowing out of the Tub.
Therefore could it be the Timer, the Neutral Drain Transmission/Gearcase or something else? :-\

I had one like that and the big molex plug into the timer had backed out a hair. I shoved it back in tight and she took off like Lindberg's goose.

The whole point of the neutral drain function is so the water can be pumped out before it starts to spin. There are some parts inside the transmission that allow this to happen. They wear out and it will spin and pump out at the same time. There is a neutral drain kit 388253 that will correct this problem.

  You say "the drive motor isn't running". How long after agitation stops does it take til the motor starts again?

The Drive Motor will start up again once the Timer advances to the Spin position.

  Well, you didn't really answer the question but if it takes a long time between when agitation stops and drain/spin starts, then I'd say you have a bad timer in addition to a problem with the gearcase neutral drain mechanism.

The Drive Motor is dead (doesn't run & no humming sound) during Drain mode.

I understand that this type of Washer should not Spin until most of the Water is out of the Tub.

The Water Level Switch sends power to the Timer after the Tub is full.
Therefore, could the Water Level Switch be the problem since it allows the Water to drain while spinning (instead of waiting until the Tub is nearly empty)?

Yes, but the motor needs to run for it to pump the water out before it starts to spin.

The motor turns one direction to agitate and another direction to spin/drain.

When the motor first revises direction to drain the water the transmission sits in neutral (neutral drain) until the motor pauses.

During this pause between the drain and spin cycle is when the transmission shifts into spin. After the pause, the transmission shifts into spin and then the motor starts running in the same direction as it was for the drain cycle, but this time the washer spins.

Sounds like you have a bad timer to me. Your model washer uses timer part # 3953321

If you order the timer through the part number link I posted above and it don't fix the problem you can simply return the part to AppliancePartsPros.com for a refund.

  If the motor starts again a few seconds after agitation stops, the timer is fine. If it takes minutes, then the timer is faulty. Regardless of how long it takes, it should still drain without spinning. If it starts draining and spinning, the neutral drain mechanism is faulty as well.
