At first I thought maybe the freezer door had a switch that had to be closed for the ice maker to cycle, but after looking at the diagram that is not the case with this model.
Would guess the jumper wire was maybe to short and it was not getting jumped out as it should have, just a guess.
You can also jump power to the water valve by unplugging the ice maker and jumping tan & black (I think) inside the freezer.
I made a jumper wire for this from a old ice maker harness. Keeps me from having to pull the refrigerator out when there is nothing wrong with the water valve.
