This is going to depend on how the timer is wired by the diagram on the machine. Most of these the timer will tick down on the time cycle to the off position. But this one could be wired different than the most common way they did it in the past that can only be figure out by the diagram of that model. You no the heater is Burnt out that could be your only problem. That is a common heater and a must for truck stock. Let us no what happens.

In the cool down cycle, the timer opens the contacts for the heater. At that point, the heater stops being a load and becomes a conductor for the timer motor circuit. Since your heater is bad that is an open circuit and the timer can't advance.  Why it's designed like that, I don't know, you'd have to ask a Whirlpool engineer.
