MayTag A21CS Fills but won't start

I have a Maytag A21CS that fills with water but does not start into the cleaning cycle.  The lid switch works fine because if I lift the lid while the tub is filling the machine stops.  However once the tub is full the machine just sits there with the clean light on.  Is is the timer?

If set to spin, will the machine spin?
If it spins,the water level switch may be sticking and not sending power back through the timer to agitate.

The machine will not do anything on any cycle.  I suspect timer motor at this point.
