OK

The hoses are not clogged.  The pump is working and the switch seems okay except for that one cycle.. so I think the switch can be ruled out.  Now what?

If the motor runs during the drain cycle the lid switch is OK.
If the motor runs during the drain cycle the pump is also turning and will be pumping out unless there is a restriction someplace.

Have you removed the pump and drain hoses to look?

Yes

I put an air hose through the hoses and water pump and they are all clear.

I would pull the pump off and look. If I did not find anything in the pump I would remove the drain hose from the back of the washer and look in the elbow were the drain hose connect, but then what do I know. :)
