maytag jetclean dishwasher help

 We have the MDB6709. It is not cleaning at all, not dissolving the soap. I *think* the arms are not spinning. It looks like the filter needs to be cleaned but I cannot figure out how in the world to get it off. I was able to get the lower wash arm off but at that point I am at a loss.

Any help would be appreciated.

What is the full model number? Look at the tag on the dishwasher for the full model number.

How is the water level in the dishwasher?

If it's this style dishwasher I would check the screen on the chopper to see if it's plugged up.
