I believe its a anemometer made back in the 1920's used to measure air currents @ registers of heating equipment.

My dad had something similar that I sold on ebay a few years ago.
It had a nice leather case that was lined with felt. Don't recall what it sold for back then.

Antique. It can be used to set up and adjust the airflow coming out of registers in a house. I never saw one like that, but looks interesting. If you pop it up on E-Bay, you could put a high minimum bid and see what someone would be willing to pay for it. You could call a museum like Henry Ford up near Detroit, Michigan where they have a large amount of mechanical antiques, they might know.
