Also the one rubber wheel can not move front to back on the shaft, the other one can ??

Did you replace them? The rear drum support roller need to spin freely. They don't need to move front to back. The one roller may have more back and forth play then the other one.

Yes I replace both, the one on the right can not move front to bacck on the shaft, the right one can and the old one did too...they both spin very free
