Trouble with compressor fan for Samsung refrigetor

Hey guys-


Would love some help here. Was hoping to get a service manual for Samsung model #:RFG297AARS. The refrigerator compressor appears to be working fine. The compressor fan (the one that  blows air onto the compressor) turns on for a few seconds and then turns off. It continues to turn on intermittently but most of the time, it is off. When checking with the voltmeter, I noticed that ~15volts were coming through when the fan was on, and 0 volts when it was off. Hence, we thought it wasn't the fan motor. We actually tried putting in a new main board and seaboard which didn't solve the problem. Could there be a faulty link somewhere between the main board and where the fan plugs in? Is it possible the fan motor is damaged (would be surprised if it was this given the voltage readings).
