Amana washer spins then stops

Hi I am having trouble with an Amana washer. The model is LWB203W2, when it goes into a spin mode it starts spinning violently and then hits the back end of the washer which then hits a little bar next to where the hood latch is and disconnects that little bar from the hood latch box. Sorry for the vague terms. I have tried to secure the top of the washer tube with some wire to the upper metal frame but that just causes the whole washer to bang around and it still disengages that little bar/handle.

That bar is the off balance lever,that's what it is designed to do. Is it somewhat level and solid on a sturdy floor?
