The link posted by JW gives you a good general reference.
The heat pump will require more BTU than straight cool of equivalent size compressor.

Air conditioning is stated at 12,000 BTU = one ton of capacity. The 28 in your model = 28,000 BTU. Comressor rating is not an exact representation of the actual cooling capacity, which is also affected by coil design, etc. A very old two ton unit might have used a 28K compressor. A newer (2000's) unit would probably be a 2 1/2 ton, and a very new, especially higher SEER ( 14+) could be a 3 ton
