Interesting. I would reinstall the seal and spin it again before the tub goes back in. The rubber bellows part of the seal goes on with the hard surface facing up. I put a little bit of liquid detergent on the bottom rubber part so it will go on easier. Give it a little twist as you push it on and it should make contact with the tub bottom. The upper part of the seal should spin on by hand counter clockwise till it stops, then use a hammer and a punch to tighten it up a little bit. Install the lock screw and that should do it. Oh yeah make sure the seal faces are clean before you screw the upper part of seal on.
