Maytag LAT9806AAE washer won't spin

So originally this was gave out and wouldn't spin.  I replaced both the tub seal and bearing thinking that was my only problem.  After I replaced those items I got the washer to do spin cycle once.  Now it won't spin again.  I've replaced the lid switch and fuse and both drive belts.   I've checked and the the motor pulley is spinning while spin cycle is selected.  The transmission pulley is not rotating though.  Is my problem the brake or transmission pulley?  If it's the transmission itself, I'll just junk this washer.  Thanks.

Transmission does nothing in spin. Double check the tub bearing,did it slide easily over the transmission and tub slide onto it when assembling it? From under the unit (unplugged) turn the center pulley clockwise and should spin freely.If not check for an item between tubs and then go to the tub bearing.

Might be the thrust bearing ain't releasin the brake when the motor rotates in the direction of spin and pump

I can manually turn the pulley, but when the washer is in spin mode, the motor pulley turns but it doesn't turn the transmission pulley.

How many revolutions can you turn the pulley by hand?

I can turn the pulley 3/4 to 1 full revolution clockwise, and turn it freely counter-clockwise.

Yep, that would be right. At this point I would take the tub and the upper part of the seal out and then put it into spin and see what happens.

So I removed the inner basket and the tub spin seal http://www.repairclinic.com/PartDetail/Tub-Spin-Seal/62095720/1478842?modelNumber=LAT9806AAE.  After doing this, I put the washer into spin cycle.  The transmission shaft started moving immediately.  I watched it successfully move for the entire cycle.  So how do I fix this? Is the seal attached to tight? Do I need to lube something up?  Also, this tub seal and the tub bearing are brand new.

Interesting. I would reinstall the seal and spin it again before the tub goes back in. The rubber bellows part of the seal goes on with the hard surface facing up. I put a little bit of liquid detergent on the bottom rubber part so it will go on easier. Give it a little twist as you push it on and it should make contact with the tub bottom. The upper part of the seal should spin on by hand counter clockwise till it stops, then use a hammer and a punch to tighten it up a little bit. Install the lock screw and that should do it. Oh yeah make sure the seal faces are clean before you screw the upper part of seal on.

So I put a little bit of dish soap on the rubber seal and then hand tightened the tub seal and locking screw.  When I put it into spin cycle it does not move at all.  I didn't even tighten the seal with one hit of the hammer to the spinner tool.
