Strange problem on Amana (bottom freezer) Refrigerator BBI20TPSW

Got to a job today - was an Amana bottom freezer refrigerator.  Model / manufacture number / serial ------ BBI20TPSW / P1199103WW / 9612210892
Anyways,  fan was dead.   Installed a new fan kit for it - R0151005.   Now the strange happens.   I know on amana's defrost thermo has to close before fan runs.   I fire it up, wait about 10 minutes,   and no fan running.    I check voltage to fan,  and it's getting 77 volts.     I then bypass thermo and eliminate from circuit,  and still 77 volts.  ?   I had to get to other jobs,  and luckily this is a cousin of mine,   so I told her I would be back.  Ran a test cord to fan,  it runs fine.  Defrost thermo closed - checked with meter. Where the hell is the 77 volts coming from??   Power at outlet is fine - 118 volts.   No burnt wires visible,  Old fan was one of those ESM GE motor fans.   I must be missing something,  but I couldn't think straight anymore so left it there.     
      It's a spare refrigerator in pantry and nothing was in it so there is no emergency.   
      One other note/ -  She had a Kitchenaid refrig in the kitchen,  and I repaired that one also - relay and overload was bad.  She said they power failed several times then both boxes were knocked out.   
      I'm not going back till Thurs or Friday,  Next move to start checking wires.   Just wondering if anyone has any ideas on this problem before I head back.   thanks in advance

Find your wiring diagram and trace it back to it's source. I've seen the same problem in frigidaire and whirlpool design in the last two weeks. It probably is in an adaptive board.

Unfortunately, I checked.   The board for this refrigerator 12050505 is NLA>    Oh well,   I'll still go back and check.

..  I check voltage to fan,  and it's getting 77 volts.     

Is that with the Fan connected (should be)
Is the Defrost Heater good ?
Is the Cold Control "ON" (Compressor running) ?

Yes to all,  Reg.  Checked everything.   Heater - good,  also checked to ground,  good.   ( I had one of these a couple of years ago, heater was grounding out.   
Fan - hooked up.  Old fan had burned up terminal on fan and was bad.   New fan - tested and was working with 110 test cord
Compressor was running.   I do know on these amanas,  you have to wait for defrost stat to close before fan will run.    Thermo was closed.   
I went back,  checked all of the wiring.   Pulled back panel off ,  and continuity checked all of the control wiring.   Only thing I keep coming up with is bad board.

Try going directly to the the pin on control board that supplies line voltage to your motor. Test that to neutral or ground.

Evaporator Fan
Defrost Heater
Defrost Terminator
