I'm assuming this is ANOTHER new condenser motor. If that's the case, it sounds as I previously stated that there is an open circuit on that motor somewhere between the board and the motor.

Check from J2 harness and to condenser fan harness with ohm meter.I have never seen this with problem with harness or wiring before but those small pins and connectors anything can happen.I would thing it would be at a connection.Like the J2 or condenser harness.What do you think harold?

Well, I'm assuming that two new condenser motors have been installed and a mother board, the only thing left in my experience is connecting wiring. The condenser motor is controlled directly by the mother board. It is in the compressor circuit. If the compressor is running, then the condensor motor should be on and running. I would ohm out each circuit from board to motor.
