bad defrost heater?

My freezer wasn't freezing the ice cream so i removed the panel in the back and the coils were covered with frost. Do I need to replace the defrost heater? It's a ge mod# ESH22XGPCWW

You can verify a bad heater at the control board:

Or you can simply remove defrost elect at bottom of evaporator coil and ohm it out. Appr 90 percent of the time that is the problem. Let's us know how you make out. http://www.appliancepartspros.com/Appliance-Parts/ge-defrost-heater-kit-item-number-ap4355467.aspx

The new heater will be different than the original one.  You will have to move the blue wire from the left side to the right side and you may have to bend some tubing out of the way.
