bad defrost heater?

My freezer wasn't freezing the ice cream so i removed the panel in the back and the coils were covered with frost. Do I need to replace the defrost heater? It's a ge mod# ESH22XGPCWW

You can verify a bad heater at the control board:

The new heater will be different than the original one.  You will have to move the blue wire from the left side to the right side and you may have to bend some tubing out of the way.
