GE monogram ZDP36N4DD2SS electric oven slow to preheat

GE electric oven (model ZDP36N4DD2SS with gas cooktop) is very slow to preheat. The bake element tested between 12 and 13 ohms but I didn't get any voltage reading on the connectors going to this element. The broiler element does get hot during the preheat cycle and the bake element definitely starts out cold but does eventually get going although I didn't keep the volt meter on long enough to test. It takes about 45 minutes to preheat and then the temperature seems to hold okay. The convection cycle works fine. What additional parts need to be replaced or tested?

Nice range. If you could post a picture of the schematic, that would be helpful.  If you don't see the bake element get red hot during preheat, that's the problem.  I would suspect the bake relay first, followed by the pushbutton switch and the thermostat.  To test relay, turn the oven to bake.  Check for voltage to the coil of the relay, probably is 120VAC.  If voltage is present at the coil, check for voltage across the contact terminals. 0VAC means the relay is good, 240VAC means it's bad.
