dryer heating element turns on/drum not turning

pland:
i have a whirlpool wed5700sw0. My dryer is not tumbling, heating element turns on when you move switch to cycle- but before you push on, i have checked belt and it is fine.  I originally thought it was the motor but just realized heating element is turning on before pushing on button.  Any ideas?
