GE dishwasher no rinsing well

I've noticed lately that my dishes look like they are covered in a gritty white film after running a wash cycle. I'm thinking that it's not spraying well from the rinsing arms. Can I just pop the arms off and clean them or is there a special way to remove them?

Model # is gsd3900l00bb. I have also read where the detergent can cause this. I do use cascade powder detergent and this is why I think everything is clogged.
