Quick question:

Does the ice maker control the fill mechanism? The ice maker isn't even getting water - does that determination happen somewhere in the logic chain "before" the ice maker? In other words, since it's not even getting water, wouldn't a new ice maker just sit there and have the same problem of no water fill? Or does the ice maker control the water flow?

The ice maker sends power to the water valve.
The electronic board on the side wall senses when the bucket is full of ice and shuts the ice maker off.

The old style ice maker has a metal arm that would raise up on the ice as the bucket filled and turn the ice maker off when the bucket was full.

I don't believe the electronic board on the side wall will keep the ice maker from filling with water, but someone can correct me if I'm wrong. It's been a long day.

It could be either the ice maker or the water valve.
It's been my experience that most of the time it's the ice maker, but I always jump it out to see if I get water or not to make sure.

That's just me.

If the ice maker arms move around freely as you posted you have a problem with your ice maker to start with.
I doubt you have a bad ice maker and water valve at the same time.

Hey guys, got the new ice maker installed today, and it's working like a champ! Two batches already in the last two hours. We had a little celebration the first time we heard it kick out a batch of ice - hadn't heard that noise in weeks!

Thanks to everyone for their help! Now what to do with the old unit? Do these things have any parts value?

I think this might be the wrong service manual.  it is close, up until the auger motor design.  I am looking at an ice maker in a fridge with a model number that is almost identical, and they have changed the motor on the auger.  This one takes four wires, and the motor in this service manual takes six wires.
